Dear  Mr Arunachalam & Mr Guttemberg,

 

I would concur with the suggestions provided by Mr Arunachalam in general. However  in my opinion few additional requirements may have to be incorporated.

 

The scenario is similar- where X organization performs shop fabrication and Y-organization performs field assembly, welding and final inspection. In this present circumstances  the vessel was fabricated and shipped in one piece by X and it had to be weld repaired and inspected and tested by Y.

 

Manufacturers' Data report, Form A-1 was completed by the original fabricator (X) and was sent to the  owner of this equipment along with shipment. Since the second organization(Y) would be performing the repair, Form A-2 ,Manufacturer's Partial Data Report should be filled up by them  and to be endorsed by the local Authorized Inspector.

 

The organization performing repair should have both ASME U-2  & R stamp.

 

Below  is the extract from DIV-2 (Clause 1.2.6)   on performing field welding and assembly work.

1.2.6 Field Assembly of Vessels

Field assembly of vessels constructed to this Division may be performed as follows.

·         The Manufacturer of the vessel completes the vessel in the field, completes the Form A-1 Manufacturer's Data Report, and stamps the vessel.

·         The Manufacturer of parts of a vessel to be completed in the field by some other party stamps these parts in accordance with Code rules and supplies the Form A-2 Manufacturer's Partial Data Report to the other party. The other party, who must hold a valid U2 Certificate of Authorization, makes the final assembly, performs the required NDE, performs the final pressure test, completes the Form A-1 Manufacturer's Data Report, and stamps the vessel.

·         The field portion of the work is completed by a holder of a valid U2 Certificate of Authorization other than the vessel Manufacturer. The stamp holder performing the field work is required to supply a Form A-2Manufacturer's Partial Data Report covering the portion of the work completed by his organization(including data on the pressure test if conducted by the stamp holder performing the field work) to the Manufacturer responsible for the Code vessel. The vessel Manufacturer applies his U2 Stamp in the presence of a representative from his Inspection Agency and completes the Form A-1 Manufacturer's Data Report with his Inspector

Any repairs to U2 stamped vessel shall be as follows:

1. Any repairs shall be done by an R-Stamp holder, who should also have U2 stamp for new construction.

2. R-Stamp holder shall prepare a repair plan which shall be in conformance with UDS, Manufacturer's design report and MDR.

3. Repair plan shall be sent to an Registered Professional Engineer for his certification.

4. Once his certification is completed, the repair plan along with Drawing/UDS/Manufacturer's design report/MDR shall be submitted to ASME Authorized Inspector, with whom the R-Stamp holder has an Inspection agreement.

5. AI inspects the vessel and agrees with repair plan.

6. R-Stamp holder Carries out repair.

7. Carries out NDE and /Or hydrostatic set as per Repair plan.

8. After AI accepts the repair completion inspection, he authorizes R-Stamping.

9. R-Stamp holder prepares, and gets it certified by AI.

Who can help me about a case regarding a pressure vessel stamped as "U2" which was manufactured, approved and shipped to the company i work for. But during the receiving inspection, in order to fit it to its final position, and according to internal inspection, some defects have been revealed on the visual weld inspection on the root of one of its nozzle like undercutting, lack of fusion and concavity. We asked for the x-ray film to the manufacturer and they have sent to us but the result was approved. Then we have decided to perform another x-ray  on that joint to confirm the manufacturer x-ray, using the same x-ray technique and the result revealed porosities out of ASME VIII div 2 requirements. So, in this case, if we decide to repair this joint, would we need to classify the vessel again ?
