Do not confuse AWS Chapter 3 Prequalification of WPSs and ASME Article V
Standard Welding Procedure Specifications.

ASME Article V addresses the use of specific, complete WPS's that have
been written based PQR's and WPS's submitted by industry to AWS. These
WPS's represent typical industry practice(s) as backed by numerous
PQR's. The WPS's must be used as written, they may not be added to,
amended, or combined with any other WPS/PQR. They are stand alone
documents. Standard WPSs must also be "demonstrated" per Sc IX
QW-510(d). The conditions for use are limited (materials and thickness)
as you will see by reviewing the list of permitted WPS's in Sc IX
Appendix E. These are truly "canned" WPS's - no user input other than
putting the users company name on the top.

AWS D1.1 Chapter III - allows a user to write a WPS that meets the basic
requirements of listed in this section. These basically are: approved
materials (Table 3.1), approved processes (3.2.1), approved filler metal
(Table 3.1), minimum preheat (Table 3.2), and joint details (scatter
throughout), and additional requirements (see 3.6, 3.7, Table 3.7, Annex
H). As long as one stays within the boundaries delineated in Chapter 3,
one can write a WPS to suit ones preferred welding parameters and filler
metal selection without any PQR or further "demonstration". User input
is required to write such a WPS based on experience and individual
preference. They may be modified to suit or combined with other
qualified (per Chapter 4) WPSs.
