Agency, I belive ONE/TÜV/BV, Loydds, and Hartford Steam Boiler (HSB)
have offices in India. Since it will be necessary to have a contract
with an AIA anyway. They should be able to assist you with developing
your program in order to obtain ASME Certification, without going to a
seperate consultant.
