You didn't mentioned the process and consumable used,F Number of welding consumable is an important parameter to determine welders range of qualification.Anyhow as per available information ,following are the answers.
 
1) I have qualified for welding pipe 2" (60.3mm OD) material P-No.1 to P-No.1.
 
Do I qualified for welding
 
a) pipe 6" (168.3mm OD)
Yes,Refer QW 452.3

b) material P-No.8 to P-No.8
Yes,Refer QW 423.1

c) pipe P-No.10H to P-No.10H with 2" (OD).
 
Yes,Refer QW452.3 and QW 423.1
 
2) If we welding pipe, the qualification base on OD pipe or thickness pipe?
 
Welder qualification based on Pipe diameter,Pipe thickness.Another important parameter is F Number of welding consumable.

The F no will change only if use SMAW.  But if you have used GTAW then Fno will not change and as you are going to purge which not essential vairable for welder qualificiaton.  Deletion of purging is essential vairable, addtion of purging is not essential variable.
