This will depend on the dilution rate, which again is a function of the welding conditions and of the welders ability.
You can experiment some dilution rates (from 20 to 50%) and find the corresponding FN using the WRC or Schaeffer diagram

Thanks for your reply.

As per ASME Sec-II'C' SFA 5.4 and 'Annex A' para A7.12, it was
mentioned that "The 0.04% maximum 'C' content (i.e type 309L- low
carbon) of these weld deposits ensures a higher firrire content than
the E 309H (High C) consumables?

As per above statement, I think there will not be any problem with the
low FN (while using 309L) compared to type 309 or 309H consumables.

I just want to know, how the low 'C' consumables will effect while
welding with the high 'C' base material dilution, especially for CS to
SS welding.

Any feed back please.
