ERNiCrMo-4 with PWHT is required, PWHT temperature as per your applicable construction code for P91 material.

You have to simulate the weld in the PQR exactly similar to that being actually done on the job. If your weld shall be going under PWHT in you job, then yes you have to perform pwht on the pqr also. If not then pqr shall not call for pwht.
