I guess you are overlaying Head or shell ( SA516 Gr. 70 ) with a thickness of 60mm,
Yes, PWHT is required for this thickness and depends on the base metal thickness not overlayed thickness.
You will require 2 WPSs, one for Welding SA516 Gr. 70 to SA516 Gr. 70 with SMAW and SAW, one more for overlay on the welded plate. PWHT requirements to be referred from UCL-35 which would further steer you to UCS-56 which says PWHT is required for any material thickness more than 33mm (if i recollect).
