As per AWS A2.4, and other than European countries, Leg size (L) is only given in drgs ( for calculation of strenght, designer will consider Throat thick as given in Codes for PWHt purpose-governing thickness)
Most European countries follow ISO 2553 where throat dimesions are being given in their drgs(a)

Dear Friend!
                    Normally the fillet weld thickness is determined
by throat thickness, the design thickness calculated by least thick of
the base metal multiply by .0.7. and actual throat thickness
calculated by least length of the leg length multiply by 0.7 or
measured by Fillet gauge and cambridge gauge.
