Yes you can use electric resistance heat treatment. Internet Information:
Local Post Weld Heat Treatment operations utilizing the electrical resistance method will incorporate the use of our flexible ceramic pad elements. FCP's consist of a multi-strand nickel chrome wire encased with 98.2% alumina. The beads are designed to interlock to eliminate wire exposure. The FCP's are designed for safe, traditional low voltage operation to provide quick and effective service for many jobs, but it is especially useful for preheating and PWHT.

I want to know if there is a different way to perform stress relieving on a tank cleanout flush opening assembly after is has been installed . Because according to API 650, stress relieve to be done on the preassembled cleanout fitting ..5.7.7.3 before installation. I need a suggestion on how to carry out the thermal stress relieve.

The Plumbness depends upon the height from where you measure, you should not consider the thickness,
 
According To API 650 the Maximium out of Plumness should be 1/200
 
for your case you want to measure for the first course 2.5Mts (2500 mm)
 
so the calculation should be 1/200*(2500 mm)
 
i.e.,  ± 12.5mm ( The Shell course can lean inside or outside).
 
and the valuse you can measure ever 45° intevals (0°, 45°, 90° etc)

Yes i know all of that but still need to know the acceptable criteria for 20mm thick shell plate with 2500mm height ... Im designing a tank of 33m diameter and 15m height. I want to take plumbness on the first course on 2.5m ....need to knw wat to have as out of plumbness acceptable criteria .
