Not an expert at all but just my 2 cents.
Sec II, SA 20 - 13 clearly states the required markings. The key words are "SHALL". If this job is for audit purpose, I will definitely not go for it. But if it is a regular production the AI's approval may be sought. Finally the onus is on the manufacturer as far as the integrity of the vessel is concerned.

We wanted to use SA516 Gr70 plate from DANSTEEL (MTCs' are attached) where original marking on plate is as follows
UR
LR EH36 S355K2+N CE; refer the attachment
(SA516 65/70MTLTV is not punched on plate; but the marking on plate is traceable to given mtc…
Mtc shows Specification as ASME SA516 65/70 LR EH36 S355K2+N
Mill has issued letter regarding modification of marking as ASME SA561 65/70 MT LTV…(refer attachment)
We internally released these plates as marking on plate is traceable to MTC…further there is letter from Mill regarding the marking.
Kindly advise can we use this plate for ASME U Stamped Pressure vessel job
