This clauses says each pass thickness for smaw saw proces must not be more than 13mm,if it is more than 13 mm than the qualification range will be 1.1 times of PQR test plate.

QW 403.9 states that if any weld pass in Single or Multi pass weld exceeds 13 mm (height of each individual pass) then the Base metal thickness beyond 1.1 times the Qualification thickness is an essentail variable that is for any change in Qualification Thickness beyond 1.1 T you need to qualify a new procedure.

Normally in SMAW,GTAW, GMAW,FCAW and mostly SAW you don't exceed 13mm of the weld metal thickness for each pass but mostly in Electrogas and Electroslag welding the Thickness exceeds 13 mm.
